Once considered to be a state of responsibility for an individual's wrongful actions, but given that individual responsibility has now been abolished, guilt has now found a home with collective responsibility. The primary difference is that whereas personal guilt served no utility in raising one's social status, confessing collective guilt is one of the very best methods for enhancing status. So much so that there is great competitiveness in finding issues to claim collective guilt for, and if your nation's history is not blessed with a genocide to say sorry for, then it will have to make do with saying sorry for past attempts to help unfortunates.
